What does it support?
BETC has three main capability areas:
- Enterprise capabilities, such as lean construction and collaborative contracting;
- Advanced technology adoption, including Built Environment digital solutions, robotics and automation;
- Strategic manpower capability building, including higher-skilled workforce sourcing, job and process redesign, and specialised training.
The proposed capability should be sustained beyond one individual project and should exceed relevant current industry standards.
Who can apply?
The applicant must be a business entity registered and operating in Singapore, be related to the Built Environment sector and be financially able to start and complete the initiative. BCA states that BETC is open to BE firms including developers, main builders, subcontractors, consultants and prefabricators.
All proposed initiatives must be implemented in Singapore, and the project must deliver at least one prescribed transformation outcome.
How does the support work?
For applications submitted from 1 April 2025 to 31 March 2027, BCA provides support of up to 70% for SMEs and 50% for non-SMEs.
For applications submitted from 1 April 2027 to 31 March 2030, the maximum rates become 50% for SMEs and 30% for non-SMEs.
BCA determines the actual level of support based on expected transformation outcomes, innovation and investment cost. No fixed public per-project monetary cap is stated.
What expenditure can qualify?
Qualifying costs may include equipment, software, materials, consultancy and professional services, subject to BCA assessment and the approved project scope.
Key conditions
The project must build a sustained capability and be implemented in Singapore. The applicant must not commence work, make payments to a third party or sign a third-party contractual agreement for the proposed initiative before application submission.
Expected outcomes can include productivity improvement, higher-skilled workers, more local employees at specified wage levels and upskilled PMETs. The exact outcome requirements depend on the project scope.
Timing and application process
Applications are open from 1 April 2025 to 31 March 2030. The funding-rate step-down on 1 April 2027 is commercially material, so companies with suitable projects should factor the submission date into project planning.
Applications are submitted through the Business Grants Portal. A practical workstream is to define the transformation objective, map the capability gap, quantify expected outcomes, structure eligible expenditure, confirm that no project commencement has occurred, and prepare the evidence for BCA assessment.
Is this scheme relevant to your project?
A strong fit is a BE firm making a material, sustained change to its operating capability rather than buying an isolated tool with no broader transformation outcome. A weaker fit is routine replacement expenditure, a project already started, or an initiative with no clear productivity, manpower or capability outcome.
How Reeve | R&D supports the scheme
Reeve | R&D can manage the incentive workstream - eligibility assessment, project structuring, funding or tax-benefit modelling, application preparation, agency interaction and post-award requirements - while the company remains the formal applicant where required by the programme.
