What does it support?

The incentive covers approved regional or global treasury functions, including group financing, financial risk management and related services to group entities.

Who can apply?

A Singapore-registered and operating entity must undertake qualifying finance and treasury activities for related entities and meet EDB’s requirements for a substantive local operation.

How does the support work?

Qualifying FTC income can receive an 8% or 10% corporate tax rate. Approved arrangements may also receive withholding-tax exemption for qualifying interest and related payments. The benefit depends on qualifying income and the award, rather than a fixed monetary cap.

What expenditure can qualify?

This is income-based tax treatment. Staffing and business expenditure support the required Singapore commitments; they are not reimbursed as project costs.

Key conditions

The qualifying period is five years. For a first award at 8%, Year 1 minimums are four FTC professionals and S$1.5 million annual total business spending. At 10%, they are three professionals and S$1.5 million. Renewal awards require separate incremental commitments.

Timing and application process

Engage EDB before committing the project and prepare a formal incentive application covering the proposed treasury activity and Singapore commitments.

Important programme distinctions

The first-award and renewal tests differ. Any withholding-tax relief must be established under the approved arrangements rather than assumed from the corporate tax rate.
