What does it support?

The incentive concerns new or expanded pioneer manufacturing activities with substantial investment in productive assets and skilled employment.

Who can apply?

The entity must be registered and operating in Singapore and undertake eligible pioneer manufacturing. It must be capable of delivering the required investment and skilled-employment commitments.

How does the support work?

Approved income from manufacturing qualifying pioneer products is exempt from corporate income tax. The benefit depends on that income rather than a fixed funding amount.

What expenditure can qualify?

Fixed-asset investment is a commitment supporting the award. The incentive provides tax exemption on approved income rather than reimbursing the assets purchased.

Key conditions

The published benchmark provides a five-year qualifying period, with at least S$44 million of additional fixed-asset investment and 30 additional skilled employees by Year 5. EDB assessment and the award terms remain decisive.

Timing and application process

Engage EDB before committing the investment, then submit the formal incentive application for the proposed manufacturing activities and economic commitments.

Important programme distinctions

Pioneer Manufacturing provides an income-tax exemption. DEI Manufacturing instead provides concessionary rates and has its own investment thresholds.
