What does it support?
Support concerns sustainable financing frameworks, relevant advisory services, independent external reviews, sustainability assessments and assurance required for qualifying loan transactions.
Who can apply?
Corporate and financial institution borrowers must have an eligible Singapore-related sustainable loan transaction. The borrower, financing structure and sustainability arrangements must meet the scheme conditions. Local-shareholding conditions remain to be confirmed.
How does the support work?
Support can cover 100% of qualifying advisory and assessment costs, capped at S$125,000 where the qualifying disclosure conditions are met or S$100,000 otherwise. The limit is two instruments. Confirm the applicable conditions with MAS before treating a proposed advisory fee as reimbursable.
What expenditure can qualify?
Qualifying costs include sustainability advisory, external review and assurance expenditure accepted under the scheme. The grant is not a contribution to the borrowed principal or reimbursement of the borrower's general financing charges.
Key conditions
- Financing requirements generally include a loan of at least S$20 million and a tenor of at least three years.
- Meet the applicable Singapore service-provider and revenue-attribution conditions.
- Establish the financing's qualifying sustainability credentials.
- Confirm the disclosure tier and available instrument allowance.
Timing and application process
The scheme is available through 31 December 2028. Contact [email protected] to confirm the transaction-specific application process and evidence required. Confirm the submission deadline for the proposed loan transaction with MAS.
Important programme distinctions
The grant reimburses eligible sustainability-related transaction expenditure. It does not convert the loan into a non-repayable grant. A company should budget for its financing obligations separately from any approved advisory-cost reimbursement.
