What does it support?

WEF covers five broad categories: water-efficiency assessments, pilot studies, adoption of water-efficient equipment, recycling or alternate-water systems, and Industrial Water Solutions Demonstration Fund projects using emerging or innovative industrial-water solutions.

Who can apply?

The programme is for non-domestic water users in Singapore. Consumption and savings thresholds vary by funding category, so companies should test the proposed project against the specific WEF route rather than assuming one common eligibility threshold.

How does the support work?

Assessment and pilot categories receive 70% support, subject to their caps. Equipment, recycling and IWSDF projects are supported based on the lower of the applicable water-savings incentive calculation or 50% of qualifying/capital costs, subject to category caps.

What expenditure can qualify?

Qualifying expenditure can include assessment costs, pilot costs, water-efficient equipment and capital costs for recycling, alternate-water and innovative industrial-water demonstration systems, subject to PUB rules.

Key conditions

The project should commence only after PUB approval. Implementation routes have category-specific minimum water-savings thresholds and project-completion requirements. Applicants should establish a credible water baseline and expected savings before submission.

Timing and application process

WEF is currently open on a rolling basis with no fixed public closing date stated in the current application documentation. For implementation projects, approval should be obtained before commencement.

Identify the appropriate WEF category, establish baseline water consumption, quantify expected savings, develop the technical and capital-cost case, and submit the relevant application material to PUB before starting the supported project.

Is this scheme relevant to your project?

A strong fit is a non-domestic water user with a measurable water-efficiency, recycling or innovative industrial-water project. A weak fit is a project with no quantifiable water savings or one that has already commenced without the required approval.

How Reeve | R&D supports the scheme

Reeve | R&D can manage the incentive workstream - eligibility assessment, project structuring, funding or tax-benefit modelling, application preparation, agency interaction and post-award requirements - while the company remains the formal applicant where required by the programme.
