The Product Development activity does not publish a separate standard project cap on its current activity page. It operates within the wider EDGE framework, where companies can generally receive up to S$100,000 of support per year across activities. Enterprise Singapore has also stated that companies requiring more support under EDGE may submit applications for case-by-case assessment.

What does EDGE Product Development support?

EDGE Product Development is intended for companies undertaking actual development of a new or significantly advanced commercial product, service or solution.

The project should combine technological or functional advancement with a credible business objective such as:

  • creating a new revenue stream;
  • entering a new market;
  • expanding an existing product portfolio;
  • developing a materially stronger technical capability;
  • commercialising a new generation of an existing technology.

Enterprise Singapore requires the project to build on the company's existing commercial operations and capabilities, demonstrate advancement beyond current market standards, and include tangible development activity.

Typical development activities

Depending on the project, relevant work can include:

  • technical and engineering development;
  • design and development of a new product or solution;
  • prototype development;
  • testing and technical feasibility work;
  • user validation;
  • refinement of fabrication or manufacturing processes;
  • small-batch production;
  • market viability work directly connected to the development programme;
  • product roadmap and commercialisation planning;
  • intellectual-property strategy;
  • Freedom to Operate analysis.

Strategy work is not sufficient by itself. Activities such as market assessment, product-roadmap development or IP review are supportable only where they lead into actual prototype development.

What is generally not supported?

The distinction between product development and ordinary product improvement is important.

Projects are unlikely to fit where they primarily involve:

  • development of the company's first product;
  • routine product upgrades;
  • incremental feature additions;
  • standard implementations;
  • replacement of existing equipment or technology;
  • technology below normal industry innovation standards;
  • cosmetic or stylistic changes;
  • strategy or market studies without tangible product development.

GST and capital investment outside Singapore are also not supported costs. Technology, equipment or software that represents routine replacement, standard implementation or incremental upgrading is excluded unless it forms part of a larger integrated system with clear technological or functional advancement.

Who can apply for EDGE Product Development?

There are two levels of eligibility to consider: company eligibility and project eligibility.

Company eligibility

The applicant must:

  • be registered and operating in Singapore;
  • have at least 30% direct or indirect ownership by Singaporeans and/or Singapore Permanent Residents, assessed based on ultimate individual ownership;
  • not have commenced the project or made payment or a deposit to a supplier, vendor or third party before application submission;
  • not have previously applied for grant support for any part of the same project.

Companies with less than 30% Singaporean / PR ownership do not meet the general EDGE ownership requirement.

For foreign-owned companies undertaking substantial R&D and innovation activities in Singapore, RIS(C) may instead be a relevant funding route.

Project eligibility

Meeting the company criteria is not enough.

The proposed Product Development project must also satisfy three important tests.

1. It builds on an existing commercial business

The company should already have commercial operations and capabilities.

The project should lead to identifiable growth outcomes such as new revenues, market expansion or new capabilities.

This is why development of a company's first product is specifically excluded.

2. It represents genuine advancement

The project should demonstrate technological or functional advancement beyond current market standards.

Incremental improvements are not enough.

The relevant question is therefore not simply:

“Are we building something new for our company?”

but:

“What is technologically or functionally advanced about what we are developing compared with what is already available?”

3. It includes tangible product development

The project must move beyond analysis and planning into actual development.

Enterprise Singapore specifically refers to:

  • prototype development; and/or
  • small-batch production.

This tangible development requirement is one of the clearest distinctions between EDGE Product Development and a strategy or consultancy project.

How much funding is available?

EDGE Product Development currently provides support of up to:

  • 50% of qualifying costs for SMEs;
  • 30% for non-SMEs.

The final grant amount depends on the project submitted, expenditure accepted as qualifying and the support awarded by Enterprise Singapore.

The S$100,000 EDGE annual cap

Product Development sits within the overall EDGE framework.

Companies can generally receive up to S$100,000 of EDGE grant support per year across all EDGE activities, with the annual cap refreshed on 1 April.

This is a company-wide EDGE cap, not a separate S$100,000 allowance for every Product Development project.

Enterprise Singapore has separately stated that companies requiring more EDGE support can submit applications for case-by-case assessment. This should not be interpreted as automatic entitlement to funding above S$100,000.

What expenditure can qualify?

EDGE Product Development is assessed on a project basis rather than through a fixed catalogue of pre-approved product-development costs.

Depending on the approved project, relevant expenditure can include costs associated with substantive technical development, including approved external technical or professional services and eligible development-related equipment or software where applicable.

The important principle is that expenditure must be connected to the approved development programme and accepted in the Letter of Offer.

Routine technology, equipment and software expenditure below the required innovation threshold is not supportable.

At claim stage, only expenses specifically approved in the Letter of Offer are eligible for reimbursement.

Key conditions to consider

Several conditions should be checked before a Product Development application is prepared.

The project cannot be the company's first product

This is a defining eligibility rule.

An early-stage company developing its first commercial product should therefore assess whether another funding route is more appropriate.

The development needs to be substantive

Incremental upgrades are insufficient.

The application needs to explain the technological or functional advancement and establish why the proposed product goes beyond existing market standards.

The project needs tangible development outputs

Prototype development and/or small-batch production should form part of the programme.

A standalone market study or product strategy is not sufficient.

The project must not already have started

The company must apply before starting work or making payment or a deposit to a vendor, supplier or third party.

The same project cannot already have received an EDGE application

The applicant must not have previously applied for grant support for any part of the project.

When should you apply?

EDGE Product Development is currently available on a rolling basis.

The more important timing consideration is when the company commits the development project.

The application should be assessed before:

  • development work formally starts;
  • a development vendor is engaged;
  • a purchase order is committed;
  • payment or a deposit is made to a supplier or third party.

For companies planning a substantial development programme, the right trigger is usually when the technical scope, budget and commercial objective are sufficiently defined to structure the project—but before the project is committed.

That provides room to align the development plan, costs and expected outcomes with the EDGE requirements.

What will Enterprise Singapore expect from the project?

The Product Development activity is structured around business growth as well as technical development.

Enterprise Singapore currently asks applicants to provide:

  • a project proposal;
  • vendor proposals and quotations;
  • audited or management-certified financial statements for the last financial year;
  • projections of expected revenue growth, cost savings and overseas sales, where applicable, for three years after project completion;
  • projections of new jobs created, including Singaporean jobs with gross monthly salary above S$5,000, for one year after completion.

This means that a strong application should connect:

The technical case alone is not sufficient.

What deliverables are required?

The project needs to result in tangible evidence that the approved development programme has been completed.

Enterprise Singapore currently identifies deliverables including:

  • proof of the final completed product or prototype;
  • certification or patent evidence where relevant;
  • a project report including user testing and/or technical feasibility;
  • other relevant evidence such as market viability analysis, user validation, product-development roadmaps, commercialisation plans or manufacturing-process refinements.

These deliverables should be considered when the application is structured, rather than only when the company reaches the claim stage.

How does the application process work?

1. Assess the development project

Confirm that the company meets the EDGE requirements and that the project represents genuine Product Development rather than routine improvement.

2. Define the technological or functional advancement

Establish:

  • what is being developed;
  • the current market baseline;
  • what is materially different or improved;
  • the technical work required;
  • the expected development outcome.

3. Structure the commercial case

Explain how the new product or solution will support:

  • revenue growth;
  • market expansion;
  • new business capabilities;
  • commercialisation.

4. Define the development programme and costs

Prepare the project scope, development stages, vendor involvement, expenditure and expected deliverables.

5. Prepare the application documentation

This includes the project proposal, vendor quotations, financial information and required business projections.

6. Submit through the Business Grants Portal

The company submits the application using its own Corppass account.

Third-party companies are not permitted to apply for or manage the grant on behalf of the applicant company.

Reeve | R&D can manage the preparation and coordination of the application workstream while the company remains the formal applicant.

7. Enterprise Singapore assessment

Enterprise Singapore may request additional clarification or supporting information.

8. Letter of Offer

If approved, the Letter of Offer sets out the:

  • conditions of support;
  • grant amount;
  • qualifying period;
  • project deliverables.

Post-Award Management for EDGE Product Development

A Product Development award needs to be managed against both the financial scope and the technical development commitments in the Letter of Offer.

During the project, companies should monitor:

  • approved expenditure;
  • vendor costs;
  • development milestones;
  • prototype progress;
  • testing and validation evidence;
  • technical reports;
  • certifications or IP outcomes where relevant;
  • project changes;
  • qualifying period;
  • invoices and proof of payment.

Enterprise Singapore allows change requests during the qualifying period, but changes are subject to approval.

Before the claim is submitted:

  • the relevant deliverables must be complete;
  • approved project expenses must have been fully paid;
  • supporting payment evidence must be available;
  • an auditor from Enterprise Singapore's Panel of Auditors must currently be engaged for the claim process.

Is EDGE Product Development relevant to your project?

In our view, EDGE Product Development is a strong funding route where an established Singapore company is making a real investment in the next generation of its commercial product or technology.

A strong fit typically combines:

It is particularly worth assessing where the company is preparing to commit external technical resources, development equipment or a substantial engineering programme to bring that product to market.

A weaker fit

EDGE Product Development is less likely to be the right route where the project is primarily:

  • the company's first commercial product;
  • an incremental release of an existing product;
  • customer-specific customisation;
  • routine software development;
  • ordinary engineering work;
  • replacement or implementation of standard technology;
  • market research without actual product development.

The strongest applications therefore do not begin with:

“We are spending money on product development.”

They begin with:

“We are developing a materially advanced product with a defined technical programme and a credible commercial growth case.”

Frequently asked questions

Can EDGE Product Development fund my company's first product?

No. Enterprise Singapore currently states that costs related to development of the company's first product are not supported under this activity.

For early-stage technology companies developing their first proprietary product, other funding routes such as Startup SG Tech may be more appropriate depending on the company and project.

Does an improved version of an existing product qualify?

Potentially, but the advancement needs to go beyond incremental improvement.

The project should demonstrate clear technological or functional advancement beyond current market standards.

Do I need to build a prototype?

The current project conditions require tangible Product Development activity, with Enterprise Singapore specifically identifying prototype development and/or small-batch production.

Can software products qualify?

Potentially. The activity covers products, services and solutions rather than only physical products.

The same tests remain relevant: meaningful technological or functional advancement, tangible development and a credible commercial growth objective.

Can I start development before applying?

The applicant must not have started work or made payment or a deposit to a supplier, vendor or third party before application submission.

Can Product Development receive more than S$100,000?

The standard EDGE framework provides up to S$100,000 of total support per company per year across all activities.

Enterprise Singapore has stated that companies requiring more support under EDGE may submit applications for case-by-case assessment, but additional support is discretionary rather than automatic.
