What does the programme support?

The programme can support a combination of physical and capability improvements, including:

  • storefront and store-layout refreshes;
  • eligible aesthetic components such as lighting and flooring;
  • display fixtures such as racks and shelves;
  • visual-merchandising consultancy and training;
  • selected online and offline marketing materials;
  • basic digital storefront or brand-presence elements.

The objective is not simply renovation. The programme is designed to improve how the business presents its products and builds merchandising capability.

Who can apply?

The applicant must be a heartland enterprise that:

  • is registered and operating in Singapore;
  • has at least 30% local shareholding;
  • has group annual turnover not exceeding S$100 million, or group employment not exceeding 200 employees;
  • operates a physical shopfront in an HDB estate.

How much funding is available?

From 1 April 2026, Enterprise Singapore states that heartland enterprises can receive support of up to 70%.

The programme continues to apply qualifying-cost ceilings of:

  • S$20,000 for standard projects; and
  • S$60,000 for larger-scale projects assessed case-by-case.

The final grant depends on the approved scope and qualifying costs.

Vendor and implementation requirements

Standard projects must use one of Enterprise Singapore's appointed programme vendors.

Larger-scale projects are not restricted to the standard-project vendor list and may engage another vendor, subject to programme assessment.

Participating enterprises must complete the programme and required training and commit to using the solution for at least 12 months.

When should you apply?

The programme runs from 1 May 2025 to 30 April 2027, and supported activities must be implemented by 30 April 2027.

Companies should leave sufficient time for programme onboarding, vendor selection, project execution and completion before that date.

Is EVM relevant to your project?

A strong fit is a qualifying heartland retailer or service business planning a material refresh of its physical shopfront together with stronger visual-merchandising and marketing capability.

A weak fit is a business without a physical HDB-estate shopfront, a company outside the SME size thresholds, or a project that is simply general renovation without the visual-merchandising and capability-building elements.

How Reeve | R&D supports the programme

Reeve | R&D can assess eligibility, structure the supported scope and costs, model the expected funding, prepare application materials and coordinate the incentive workstream while the company remains the formal applicant where required by the programme.
