Unlike the Large-scale Automation and Digital Transformation routes, Business Strategic Planning is a standard EDGE activity and should be planned within the normal S$100,000 annual company-wide EDGE cap.
What does EDGE Business Strategy support?
The activity is designed to help companies take a structured view of where the business should go next and how it should get there.
Enterprise Singapore describes the activity as supporting companies to formulate strategies and processes to improve business development, better manage intellectual-property assets and optimise operations.
A project can therefore address questions such as:
- Which markets, customer segments or business lines should the company prioritise?
- How should the company's business model evolve?
- What capabilities need to be developed to support the next phase of growth?
- How should the operating model change?
- How can intellectual-property assets be better managed or commercialised?
- What organisational or operational changes are required to execute the strategy?
- What should management implement first, and over what timeline?
The project should move beyond high-level recommendations into a defined roadmap with measurable outcomes and implementation actions.
What should the strategy project contain?
Enterprise Singapore's current deliverables provide a useful indication of the expected depth of the engagement.
Internal analysis
The project should assess areas such as:
- existing business drivers;
- key challenges;
- strengths and weaknesses;
- current operating model.
External analysis
This can include:
- market size and trends;
- competitive environment;
- external opportunities and threats.
Growth strategy
The resulting strategy should define areas such as:
- potential business models;
- strategic priorities;
- growth opportunities;
- strategic roadmaps;
- action plans.
Implementation recommendations
The final output should translate the analysis into:
- implementation priorities;
- roadmap and timeline;
- recommended actions;
- expected measurable outcomes.
The purpose is therefore not simply to produce a strategy presentation. The project should leave management with a practical plan for execution.
Who can apply?
The applicant must generally:
- be registered and operating in Singapore;
- have at least 30% direct or indirect ownership by Singaporeans and/or Singapore Permanent Residents, determined by ultimate individual ownership;
- submit the application before starting the consulting work or making payment or a deposit to the consultant or other third party.
Companies with less than 30% Singaporean / PR ownership do not meet the general EDGE ownership requirement.
What type of strategy project is a strong fit?
EDGE Business Strategy is most relevant where management is facing a material business decision or transition and needs structured external expertise to determine the way forward.
Preparing the next phase of growth
A company has developed successfully in its existing market but needs to determine which new segments, products or channels should drive its next growth phase.
Reviewing the operating model
The company's current organisational or operational structure is no longer appropriate for its size, market position or strategic direction.
Developing a new business model
Management is considering a material change in how the company creates, delivers or captures value.
Building an IP strategy
The company has valuable intellectual-property assets but needs to determine how they should be managed, protected or incorporated into the wider business strategy.
Preparing for transformation
A company knows that significant operational or capability changes are required but first needs a structured diagnosis and implementation roadmap.
What is generally not supported?
EDGE Business Strategy is not intended to fund normal recurring advisory expenditure.
Enterprise Singapore specifically identifies the following as non-supported:
- expenditure relating to regulatory compliance;
- updates to Standard Operating Procedures;
- Goods and Services Tax (GST).
The project therefore needs to represent genuine strategic capability development rather than routine documentation or compliance work.
A useful distinction is:
A consultant helping the company comply with an existing requirement is different from a consultant helping management determine and implement a new strategic direction.
How much funding is available?
EDGE Business Strategic Planning currently provides support of up to:
- 50% of qualifying professional-service costs for SMEs
- 30% for non-SMEs.
The final grant amount depends on the approved scope and expenditure.
S$100,000 annual EDGE cap
Support received under Business Strategy counts towards the company's overall S$100,000 annual EDGE grant cap, which is shared across EDGE activities and refreshed on 1 April.
This means the company's other EDGE projects matter.
For example, a company that has already received EDGE support for Digitalisation or Internationalisation during the same grant year may have less available capacity for a Business Strategy project.
Funding should therefore be considered at company level, not project by project in isolation.
What expenditure can qualify?
The current activity supports professional service costs.
The consultant's proposed scope therefore needs to correspond directly to the strategic project being submitted.
The grant does not provide a general budget for internal management time or routine operating expenditure.
The eligible amount will ultimately be determined through the approved application and Letter of Offer.
Consultant requirements
Enterprise Singapore currently requires the application to include:
- the consultant's proposal;
- quotation;
- SS 680 certification.
This is important to check before appointing the consultant.
A commercially strong consultant is not automatically a grant-eligible consultant if the applicable certification requirement is not met.
The consultant-selection decision should therefore consider both:
Key conditions
Several conditions should be considered early.
The project needs a substantive strategic objective
The engagement should solve a meaningful strategic problem rather than produce a generic corporate plan.
The output needs to be actionable
Enterprise Singapore expects recommendations, a roadmap, implementation timeline and measurable outcomes.
The consultant needs to meet the applicable requirements
SS 680 certification is currently required for the consultant engaged under this activity.
Apply before starting
The company must submit the application before work starts or payment/deposit is made.
Project duration
The current activity requires the project to be completed within 12 months from approval.
When should you apply?
EDGE Business Strategy is currently open on a rolling basis.
The ideal time to assess the grant is when:
- management has identified the strategic issue;
- the desired project outcome is becoming clear;
- potential consultants are being evaluated;
- the scope and quotation are being developed;
but before the consultant is formally engaged or payment is made.
Enterprise Singapore currently states that qualifying costs incurred from the application date can be covered if the application is subsequently approved. This does not mean funding is guaranteed from submission.
What will Enterprise Singapore expect from the application?
The company should be able to explain:
- the strategic problem or opportunity;
- why external expertise is required;
- what analysis will be undertaken;
- what strategy or capability will result;
- how the company intends to implement it;
- what measurable business impact is expected.
Enterprise Singapore currently asks applicants to provide:
- consultant proposal, quotation and SS 680 certification;
- projected revenue growth resulting from the project for one year after completion;
- projected new jobs created, including Singaporean jobs above the stated salary threshold, for one year after completion.
This means the application should not stop at:
“We want to engage a strategy consultant.”
It needs to establish:
“This strategic project will create a defined change in the business and lead to measurable growth or capability outcomes.”
How does the application process work?
1. Define the strategic issue
Clarify what management is trying to solve or achieve.
2. Determine the project scope
Identify the analyses, strategic decisions and implementation outputs that the consulting engagement needs to deliver.
3. Select the consultant
Assess both the consultant's relevant expertise and the applicable SS 680 requirement.
4. Build the business case
Connect the strategy work to measurable growth, capability or operational outcomes.
5. Prepare the application
Coordinate the consultant proposal, quotation, business projections and other required information.
6. Submit through the Business Grants Portal
The company remains the formal applicant and submits through its own Corppass account.
Enterprise Singapore states that third-party companies cannot formally apply for or manage the grant on behalf of the applicant company.
Reeve | R&D can manage the preparation and coordination of the application workstream while the company remains responsible for the formal submission.
7. Enterprise Singapore assessment
The current published indicative application outcome is approximately 10 weeks.
8. Letter of Offer
If approved, the Letter of Offer establishes:
- grant amount;
- support conditions;
- qualifying period;
- project deliverables.
Post-Award Management
The company should manage the consulting project against the approved scope rather than treating grant approval as the end of the process.
Enterprise Singapore currently expects the completed strategy report to cover areas such as:
- internal analysis;
- market and competitor analysis;
- growth strategies;
- strategic roadmap;
- implementation recommendations;
- timelines;
- measurable outcomes.
At claim stage:
- only expenditure approved in the Letter of Offer can be supported;
- project expenses need to have been fully paid;
- the approved deliverables must be completed;
- the claim must be submitted before its due date;
- supporting payment evidence must be retained.
The company also needs to continue satisfying the relevant eligibility criteria through claim submission.
Is EDGE Business Strategy relevant to your project?
This activity is strongest where a company has reached a real strategic inflection point.
Examples include:
multiple growth options management needs evidence and prioritisation
company scaling operating model needs redesign
valuable IP assets commercial and management strategy needs to be defined
transformation required management needs a structured implementation roadmap
A weaker project is one where the objective is simply to produce a corporate strategy document, refresh internal procedures or satisfy a compliance requirement.
The value of the project should ultimately come from the decisions management can implement, not the report itself.
