Support under both Financial Management activities contributes to the normal EDGE annual company cap rather than having a separate funding pool.
Which EDGE Financial Management activity fits your project?
The starting point should be the management problem being solved.
Financial Framework and Corporate Strategy
This route is relevant where management needs better financial information, models and frameworks to make business decisions.
Enterprise Singapore describes it as supporting financial-management initiatives that improve areas including:
- financial practices;
- performance tracking;
- financial reporting;
- growth planning.
The project can therefore be relevant where a company is scaling but its financial-management capability has not kept pace with the business.
Enterprise Risk Management and Internal Controls
This activity focuses on the company's ability to identify, assess, govern and control business risks.
It can support work covering:
- risk assessments;
- development of internal controls;
- risk-governance frameworks;
- allocation of risk ownership;
- control and mitigation plans.
The objective is not simply to document risks. It is to create a repeatable management system for understanding and controlling them.
What does Financial Framework and Corporate Strategy support?
This route can help management establish a more structured financial-management environment.
A project may address issues such as:
- insufficient management visibility over financial performance;
- weak or inconsistent financial planning;
- lack of integrated forecasting;
- poor KPI definition or monitoring;
- financial processes that have not scaled with the business;
- limited ability to model strategic decisions;
- inadequate linkage between business planning and financial outcomes.
The expected deliverables illustrate the intended depth of the project.
Enterprise Singapore currently requires the final work to include areas such as:
- a business plan;
- financial-management gap analysis;
- financial models;
- KPI tracking system;
- strategic recommendations;
- strategic roadmap.
This makes the activity particularly relevant where management needs to move from historical accounting information towards a more forward-looking financial-management framework.
What does Enterprise Risk Management and Internal Controls support?
This route is relevant where a company needs a more systematic approach to operational, financial or enterprise risk.
The project should help the company answer questions such as:
- What are our most material risks?
- Who owns each risk?
- What controls currently exist?
- Where are the control gaps?
- What action should management take?
- How should risk information be reported and reviewed over time?
Enterprise Singapore currently expects deliverables including:
- a risk-management report;
- internal-control frameworks, policies and procedures;
- identification of key risks and risk owners;
- controls and management action plans;
- a standardised risk-reporting template;
- enterprise risk-management manuals;
- control self-assessment questionnaires.
The intended outcome is therefore an operating risk-management capability, rather than a one-off diagnostic report.
Who can apply?
For both activities, the company must generally:
- be registered and operating in Singapore;
- have at least 30% direct or indirect ownership by Singaporeans and/or Singapore Permanent Residents, determined by ultimate individual ownership;
- submit the application before work has started or any payment or deposit has been made to the consultant or other third party.
As with other EDGE activities, company eligibility does not automatically make the project eligible. The proposed engagement still needs to represent genuine capability development within the relevant Financial Management activity.
What type of project is a strong fit?
Financial Framework and Corporate Strategy
A strong project often arises when the company has grown beyond the financial-management processes that worked at an earlier stage.
Scaling business, limited management visibility
Revenue and operations have expanded, but management still relies heavily on historical accounting reports or spreadsheets and lacks a consistent financial-performance framework.
Better forecasting required
Management needs integrated financial models to assess scenarios, investment decisions, cash requirements or growth plans.
KPIs are not aligned with strategy
The company has significant operational data but lacks a structured set of financial and business KPIs for management decision-making.
Finance needs to support strategic growth
The Finance function needs to evolve from bookkeeping and compliance towards business planning, analysis and performance management.
Enterprise Risk Management and Internal Controls
This route is more relevant where company complexity has created new governance and control requirements.
Rapid growth
Processes, authorities and controls have not evolved as quickly as the business.
Multiple operations or markets
The company needs a more consistent framework to identify and manage risks across business units or geographies.
Founder-led controls no longer sufficient
Informal management oversight needs to be replaced by clearer ownership, processes and reporting.
Preparing for greater institutional maturity
Management wants to strengthen governance before major expansion, investment, financing or other significant business changes.
What is generally not supported?
EDGE Financial Management should not be treated as a subsidy for ordinary Finance, accounting or compliance expenditure.
Financial Framework and Corporate Strategy
Enterprise Singapore currently identifies non-supported expenditure including:
- business valuations carried out solely to establish a transaction price;
- regulatory-compliance work;
- updates to Standard Operating Procedures;
- GST;
- post-deal purchase price allocations undertaken to comply with Financial Reporting Standards.
Enterprise Risk Management and Internal Controls
Current exclusions include:
- regulatory-compliance work;
- updates to Standard Operating Procedures;
- follow-up audits on management action points resulting from a risk-management/internal-controls review;
- GST.
A useful screening question is therefore:
Is the project creating a new management capability, or simply carrying out a Finance/compliance task the company already needs to perform?
How much funding is available?
Both Financial Management activities currently provide support of up to:
- 50% of qualifying professional-service costs for SMEs
- 30% for non-SMEs.
The final amount depends on Enterprise Singapore's assessment of the project and accepted qualifying expenditure.
S$100,000 annual EDGE cap
Financial Management support counts towards the standard S$100,000 annual EDGE grant cap per company, shared across EDGE activities and refreshed on 1 April.
This is important for companies pursuing several EDGE projects in parallel.
A Finance transformation project should therefore be considered alongside other planned EDGE applications rather than assuming each activity has an independent S$100,000 allowance.
What expenditure can qualify?
Both current Financial Management routes support professional service costs.
The consultancy scope therefore needs to correspond directly to the approved financial-management or risk-management project.
The grant is not a general reimbursement of:
- Finance employee costs;
- accounting fees;
- tax filing;
- statutory audit;
- routine compliance expenditure.
Only expenditure accepted in the approved project and ultimately specified in the Letter of Offer is supportable.
Consultant requirements
The current application requirements for both Financial Management activities include:
- consultant proposal;
- quotation;
- SS 680 certification.
The certification position should be confirmed before the consultant is formally appointed.
The vendor assessment should therefore look at two dimensions:
A consultant can be technically capable but still create a grant-eligibility issue if the required certification is missing.
Key conditions
The project needs to build a financial-management capability
The engagement should create a framework, model, system or governance capability that management can continue using after the consulting project ends.
The output must be actionable
A diagnostic alone is insufficient if it does not lead to defined frameworks, recommendations and implementation actions.
Routine compliance is excluded
Accounting, audit, statutory-reporting and regulatory work should not be presented as transformation projects.
Apply before starting
The application needs to be submitted before work starts or payment/deposit is made.
Projects currently have a 12-month period
Both activities currently require completion within 12 months of approval.
When should you apply?
Both activities are currently available on a rolling basis.
The ideal time to assess EDGE is when:
- management has identified the Finance or risk-management problem;
- the desired capability or outcome has been defined;
- suitable consultants are being evaluated;
- the project scope and quotation are being prepared;
but before the consulting engagement is committed.
Enterprise Singapore currently states that costs incurred from the application date can be supported if the project is subsequently approved. Submission itself does not guarantee approval.
What will Enterprise Singapore expect from the application?
The application should establish the link between:
Current application requirements for both routes include:
- consultant proposal;
- quotation;
- SS 680 certification;
- projected revenue growth resulting from the project for one year after completion;
- projected jobs created, including Singaporean jobs above the stated salary threshold, for one year after completion.
A strong application therefore needs to explain not only the Finance problem but why solving it matters to the company's growth and management capability.
How does the application process work?
1. Identify the Finance capability gap
Determine whether the problem is primarily related to financial planning/performance management or enterprise risk/internal controls.
2. Select the appropriate Financial Management activity
The chosen route determines the required project scope and deliverables.
3. Define the project
Establish:
- current gaps;
- desired future framework;
- consultancy work required;
- key deliverables;
- implementation actions;
- expected business impact.
4. Select the consultant
Confirm relevant experience and the applicable SS 680 certification requirement.
5. Prepare the application
Coordinate the project proposal, quotation, business projections and supporting information.
6. Submit through the Business Grants Portal
The applicant company submits through its own Corppass account.
Enterprise Singapore states that third parties are not permitted to formally apply for or manage the grant on behalf of the applicant company.
Reeve | R&D can manage the preparation and coordination of the application workstream while the company remains the formal applicant.
7. Enterprise Singapore assessment
Both current activities state an indicative application outcome of approximately 10 weeks.
8. Letter of Offer
If approved, the Letter of Offer establishes:
- conditions of support;
- grant amount;
- qualifying period;
- required deliverables.
Post-Award Management
The approved project should be managed against the specific financial-management outputs committed in the Letter of Offer.
For Financial Framework and Corporate Strategy, this can include:
- gap analysis;
- financial models;
- KPI framework;
- strategic recommendations;
- roadmap.
For Enterprise Risk Management and Internal Controls, it can include:
- risk register/framework;
- risk ownership;
- control framework;
- management action plans;
- reporting templates;
- ERM manuals;
- control self-assessment documentation.
At claim stage:
- only approved expenditure can be claimed;
- project expenses must have been fully paid;
- approved deliverables must be complete;
- claim documentation and payment evidence must be retained;
- eligibility requirements continue through claim submission.
Is EDGE Financial Management relevant to your project?
This activity is strongest where management has a genuine Finance or governance capability gap created by business growth or increasing complexity.
For example:
management lacks reliable forward-looking financial information better models and KPIs required
operational complexity has increased risk ownership and controls need formalisation
management decisions rely on fragmented financial data structured financial framework required
The route is much weaker where the company simply needs:
- bookkeeping;
- accounting;
- audit;
- tax preparation;
- regulatory compliance;
- ordinary SOP documentation.
The distinction is essentially:
EDGE can help build the Finance capability used to manage the business. It is not designed to fund the routine Finance work required to run it.
Financial Management vs Business Strategy
These two EDGE routes can appear similar because both may involve management consultants.
The distinction should be driven by the central question.
Business Strategy asks:
Where should the company go, and how should the business model or organisation evolve?
Financial Management asks:
How should management plan, measure, finance, govern and control the business?
A growth-strategy and operating-model project belongs naturally under Business Strategy.
A financial modelling, KPI, performance-management or risk-control project belongs more naturally under Financial Management.
Some projects may contain elements of both, but the application should have a clear primary objective.
