Periodic Call

What does the call support?

ITEA is the Eureka Cluster for software and systems innovation. The call supports collaborative R&D and development of innovative software-intensive products, services and systems with strong commercialisation potential.

Projects should extend the state of the art and involve substantive joint development rather than routine software implementation.

Who can apply for Singapore support?

The Singapore applicant must:

  • be registered or incorporated and operating in Singapore;
  • have at least 30% of ordinary shares held directly or indirectly by Singaporeans and/or Singapore PRs;
  • be financially viable to start and complete the project.

The Singapore company must collaborate with at least one entity from another participating Eureka country. No partner should account for more than 70% of the total project budget.

How much funding is available?

The Singapore company can receive up to 70% of qualifying project costs, subject to Enterprise Singapore assessment and the call-specific requirements.

No fixed public Singapore-dollar grant cap is stated for this Singapore funding route. The approved grant quantum depends on the project scope, qualifying expenditure and assessment outcome.

What expenditure can qualify?

Qualifying R&D and innovation costs may include:

  • internal manpower;
  • equipment and software;
  • materials and consumables;
  • professional services;

subject to Enterprise Singapore approval and the call-specific rules.

Key conditions

The project must be an international collaborative R&D programme. A standalone Singapore software project does not meet the Eureka Cluster structure.

No partner should account for more than 70% of the project budget, and the Singapore applicant must satisfy the 30% local ownership requirement.

ITEA uses a two-stage process: Project Outline first, followed by a Full Project Proposal for invited consortia. National funding applications run alongside the cluster process.

When should you apply?

The current Project Outline deadline is 2 November 2026 at 17:00 CET. Enterprise Singapore lists the same 2 November 2026 date for the Singapore opportunity.

ITEA's current schedule then provides for Full Project Proposals from invited projects by 11 February 2027 at 17:00 CET.

Applicants should structure the national funding workstream in parallel rather than waiting for the international process to finish.

How does the application process work?

A practical workstream is:

  1. confirm Singapore eligibility and international partner eligibility;
  2. define the software or systems innovation scope and commercial objective;
  3. structure a balanced international consortium;
  4. prepare the ITEA Project Outline and Singapore EDG (Co-Innovation Programme) funding materials in parallel;
  5. submit the Project Outline by 2 November 2026 at 17:00 CET and meet the Singapore funding requirements;
  6. if invited, prepare the Full Project Proposal for the 11 February 2027 deadline;
  7. complete the relevant national funding assessment and post-award requirements.

Is this call relevant to your project?

A strong fit is a Singapore company developing a genuinely innovative software-intensive product, service or system with international R&D partners and a credible commercial route.

A weak fit is routine enterprise software deployment, a standalone Singapore project, or an arrangement without substantive joint R&D.

How Reeve | R&D supports the call

Reeve | R&D can manage the Singapore-side incentive workstream - eligibility assessment, consortium and project structuring, funding modelling, application preparation, coordination with the ITEA workstream, Enterprise Singapore interaction and post-award requirements - while the company remains the formal applicant where required by the programme.
