What does the call support?

XECS supports collaborative R&D and innovation across the electronic components and systems value chain.

Projects may cover electronic components, embedded systems and related technologies and should extend the state of the art while enabling new applications, products, processes or services with a credible route to market.

Who can apply for Singapore support?

The Singapore applicant must:

  • be registered or incorporated and operating in Singapore;
  • have at least 30% of ordinary shares held directly or indirectly by Singaporeans and/or Singapore PRs;
  • be financially viable to start and complete the project.

The Singapore company must collaborate with at least one entity from another participating Eureka country. No partner should account for more than 70% of the total project budget.

How much funding is available?

The Singapore company can receive up to 70% of qualifying project costs, subject to Enterprise Singapore assessment and the call-specific requirements.

No fixed public Singapore-dollar grant cap is stated for this Singapore funding route. The approved grant quantum depends on the project scope, qualifying expenditure and assessment outcome.

What expenditure can qualify?

Qualifying R&D and innovation costs may include:

  • internal manpower;
  • equipment and software;
  • materials and consumables;
  • professional services;

subject to Enterprise Singapore approval and the call-specific rules.

Key conditions

The project must be an international collaborative R&D programme. A standalone Singapore electronics project does not meet the Eureka Cluster structure.

No partner should account for more than 70% of the project budget, and the Singapore applicant must satisfy the 30% local ownership requirement.

XECS uses a two-stage submission process: Project Outline followed by a Full Project Proposal for selected consortia. National funding rules and assessments apply in parallel.

When should you apply?

The current Project Outline deadline is 21 January 2027 at 17:00 CET. Enterprise Singapore lists the same 21 January 2027 date for the Singapore opportunity.

Selected projects are then invited to submit a Full Project Proposal by 15 April 2027 at 17:00 CEST.

Applicants should engage Enterprise Singapore and the international consortium early enough to align national eligibility, project scope and budget before the Project Outline deadline.

How does the application process work?

A practical workstream is:

  1. confirm Singapore eligibility and international partner eligibility;
  2. define the electronic-components or systems R&D scope and commercial objective;
  3. structure a balanced international consortium;
  4. prepare the XECS Project Outline and Singapore EDG (Co-Innovation Programme) funding materials in parallel;
  5. submit the Project Outline by 21 January 2027 at 17:00 CET and meet the Singapore funding requirements;
  6. if invited, prepare the Full Project Proposal for the 15 April 2027 deadline;
  7. complete the relevant national funding assessment and post-award requirements.

Is this call relevant to your project?

A strong fit is a Singapore company developing an innovative electronic component, embedded system or related technology with international R&D partners and a credible route to commercialisation.

A weak fit is routine equipment procurement, a standalone Singapore project, or an arrangement without substantive collaborative R&D.

How Reeve | R&D supports the call

Reeve | R&D can manage the Singapore-side incentive workstream - eligibility assessment, consortium and project structuring, funding modelling, application preparation, coordination with the XECS workstream, Enterprise Singapore interaction and post-award requirements - while the company remains the formal applicant where required by the programme.
