What does it support?
GTS supports strategic alliance transformation plans covering areas such as collaborative business models, productivity, digitalisation, innovation, sustainability and workforce development. It is designed around sustained change across multiple projects rather than a one-off grant activity.
Who can apply?
The alliance is led by a developer and involves value-chain partners such as consultants, main contractors, subcontractors and prefabricators. SME stakeholders must be part of the transformation. Applicants should have relevant Singapore project experience, and developers or contractors are expected to have a project pipeline that can support the multi-year workplan.
How does the support work?
BCA provides up to 70% reimbursement support for qualifying cost premiums, subject to assessment. No fixed public project-level monetary cap is stated on the current programme page.
What expenditure can qualify?
Eligible categories can include equipment, materials, software, testing and accreditation, technology or IP licensing royalties, training and course fees, and consultancy costs, subject to the approved transformation plan.
Key conditions
The alliance must establish a transformation plan of at least three years and implement it across at least two large-scale projects. Vendor contracts or payments for supported items should not be committed before application. The proposal must demonstrate credible alliance-level transformation rather than parallel standalone purchases.
Timing and application process
The current programme runs through 31 March 2028. Because GTS requires alliance formation, a project pipeline and a multi-year transformation roadmap, preparation should begin well before the intended first supported project.
A practical process is to define the alliance objectives, identify the participating value-chain firms, map the project pipeline, build the multi-year transformation roadmap, quantify outcomes and qualifying cost premiums, and engage BCA before committing supported expenditure.
Is this scheme relevant to your project?
A strong fit is a developer-led alliance with a credible multi-project pipeline and shared transformation agenda. A weak fit is a single company seeking funding for one isolated technology purchase or an arrangement without meaningful SME/value-chain participation.
How Reeve | R&D supports the scheme
Reeve | R&D can manage the incentive workstream - eligibility assessment, project structuring, funding or tax-benefit modelling, application preparation, agency interaction and post-award requirements - while the company remains the formal applicant where required by the programme.
