What does the programme support?

The programme is designed to help businesses create new retail products with tourism appeal or enhance the packaging and value proposition of existing merchandise.

Eligible project activities can include:

  • product and packaging design;
  • prototype development;
  • market viability assessment and validation;
  • commercialisation planning;
  • the first production run of ready-to-market products;
  • launch marketing and qualifying collateral.

Projects should deliver products with clear tourism appeal, physical retail availability, market differentiation and a distinctive Singapore narrative.

Who can apply?

The applicant must:

  • be a business entity registered and operating in Singapore;
  • have at least one physical retail distribution channel;
  • have at least 30% local equity held directly or indirectly by Singaporeans and/or Singapore PRs, determined by ultimate individual ownership;
  • be financially ready to start and complete the project.

The programme prioritises commercially viable products that can appeal to visitors and contribute to tourism spending.

How much funding is available?

The programme provides reimbursement-based grant support for approved qualifying third-party project costs.

The official material does not state a fixed support percentage or monetary cap. The agencies may determine, revise or otherwise modify the final grant amount, level of support and other support parameters during assessment.

What expenditure can qualify?

Qualifying third-party costs may include:

  • design consultancy and creative work for a new or enhanced product;
  • prototype-related equipment, software and materials;
  • market viability and validation work;
  • commercialisation planning;
  • equipment, software, materials and consumables for the first production run, where applicable;
  • launch marketing and qualifying collateral production costs.

Equipment or software claimed at multiple project stages must be demonstrably different where required to avoid duplicate funding.

Key conditions

The project must not have commenced at the point of application.

The official factsheet treats a project as commenced if, before the application date, the applicant has:

  • started project work;
  • made payment to a supplier, vendor or third party; or
  • signed a contractual agreement with a supplier, vendor, consultant or other third party.

Qualifying costs must be incurred, invoiced and paid within the approved qualifying period to be eligible for disbursement.

When should you apply?

Formal applications must be submitted by 31 December 2026.

The programme uses a concept-evaluation stage before formal application. The official factsheet states that concept evaluation can take up to 30 days, and applicants are encouraged to contact the programme team at least 30 days before the formal deadline.

In practice, companies should therefore start the concept stage well before the end of November rather than treating 31 December as the first point of engagement.

How does the application process work?

The process has two stages:

  1. Project concept submission - the company completes the programme project template and submits it to the Singapore Collectibles team for evaluation.
  2. Formal application - companies with compelling concepts are contacted and invited to submit through the Business Grants Portal.

The official factsheet indicates up to 30 days for project concept evaluation and up to 60 days for formal application processing after BGP submission.

Grant disbursement is reimbursement-based and subject to achievement of agreed deliverables and milestones and to actual qualifying costs incurred.

Is this programme relevant to your project?

A strong fit is a Singapore consumer-product or retail business developing a differentiated, premium product with a clear Singapore narrative, physical retail availability and credible tourism appeal.

A weak fit is an online-only product with no physical retail channel, a project that has already started, or a product without a distinctive Singapore positioning or clear tourism relevance.

How Reeve | R&D supports the programme

Reeve | R&D can manage the incentive workstream - eligibility assessment, project and cost structuring, grant modelling, concept and formal application preparation, agency interaction and post-award evidence and claims coordination - while the company remains the formal applicant where required by the programme.
