What does it support?
Companies can participate in collaborative research, technology development and innovation undertaken in Singapore as part of eligible 2026–2027 Horizon Europe Pillar II calls. The fund covers Research and Innovation Actions, Innovation Actions, and Coordination and Support Actions.
Who can apply?
A company must be registered with ACRA and operating in Singapore, with at least 30% ultimate individual equity held directly or indirectly by Singapore citizens or permanent residents. SMEs and larger companies must demonstrate financial capacity and compliant governance. A Singapore publicly funded research institution must act as host; eligible researchers at such institutions may also apply.
How does the support work?
Eligible company direct costs can be co-funded at 50% for SMEs or 30% for larger companies. Publicly funded research institutions can receive support for 100% of direct costs, plus indirect costs equal to 25% of those direct costs. Reimbursement is quarterly through the Singapore host. NRF approves the eligible budget; no fixed monetary cap per company or project is published.
What expenditure can qualify?
The proposed budget may include research manpower, equipment, operating expenses, overseas travel, research scholarships and other expenses accepted by NRF. Indirect-cost support is limited to publicly funded research institutions.
Key conditions
The European consortium must first include at least three independent entities from three EU Member State or Associated Country jurisdictions, including at least one EU Member State. The Singapore participant is additional to that minimum.
NRF must accept the Singapore work as aligned with national research priorities. Funding requires NRF in-principle approval and a successful Horizon Europe award. Discuss Cluster 3 strategic alignment with NRF before proceeding.
Timing and application process
The fund operates on a rolling basis for the eligible calls, with 31 December 2027 stated as its closing date. Prepare the Singapore work package with the host institution and follow NRF’s SG-HE application documents. The Singapore National Contact Point can be reached at [email protected].
Important programme distinctions
This route supports Singapore participation in a successful international consortium. It does not provide a standalone grant for a company working without the required research host and European partners.
