Local ownership requirement applies
What does it support?
Project finance can cover working capital, land and buildings, machinery, equipment, vessels and project-related guarantees for an eligible secured project.
Who can apply?
The business must operate and be registered in Singapore, have at least 30% local shareholding and group annual sales of no more than S$500 million. It must have a qualifying secured project.
How does the support work?
Financing is subject to product-specific limits within the S$50 million overall EFS borrower-group exposure cap. Standard lender risk-sharing is 50%, with 70% for qualifying categories. A temporary 70% share applies to all eligible enterprises from 1 September 2026 to 31 March 2027.
What expenditure can qualify?
The approved facility may finance project assets, working capital and guarantees. These are financing uses rather than reimbursable grant expenditure.
Key conditions
Lender credit assessment and project eligibility apply. Eligible domestic construction projects are temporarily covered from 1 September 2026 to 31 March 2027. The borrower remains responsible for repaying the full facility.
Timing and application process
Approach a participating financial institution with the secured project and its funding needs. Confirm the relevant product terms and temporary coverage before relying on the facility.
Important programme distinctions
Domestic construction coverage and enhanced risk-sharing have stated dates. A project’s inclusion during that period does not establish eligibility outside it.
