Local ownership requirement applies

What does it support?

The facility provides working capital for day-to-day operations and cashflow needs. It is repayable business finance rather than project co-funding.

Who can apply?

The business must be registered and operating in Singapore, have at least 30% local shareholding and group annual sales of no more than S$500 million. It must also meet the SME criteria for this facility.

How does the support work?

Loans can reach S$500,000 per borrower. The Working Capital Loan borrower-group limit is S$5 million, within the S$50 million overall EFS group exposure limit. Enterprise Singapore normally shares 50% of lender risk, or 70% for eligible young enterprises. From 1 September 2026 to 31 March 2027, the risk-share is temporarily 70% for all eligible enterprises.

What expenditure can qualify?

The loan finances operating cashflow and working-capital requirements. A business does not submit eligible invoices for grant reimbursement.

Key conditions

The participating financial institution assesses creditworthiness and sets the lending terms. The company remains liable for 100% of the borrowing.

Timing and application process

Apply through a participating financial institution. Check whether the approval falls within the temporary enhanced risk-sharing period and confirm the facility terms with the lender.

Important programme distinctions

Government risk-sharing supports the lender. It is neither a cash subsidy for the borrower nor a reduction of the debt due.
